Mit seinem Entscheid, die junge Tänzerin Theodora zu heiraten, brüskiert Kaiser Justinian den Hof. Intrigen und Verschwörungen zwingen ihn, sie wieder zu verstossen. Aber Theodora ist zum Liebling des Volkes geworden, die Verschwörer werden entlarvt, und Theodora kehrt auf den Thron zurück. (lhg)
